A BIRD IN FLIGHT TO THE FUTURE

“When the new General City Plan is implemented, Varna will look like a butterfly or a bird in flight to the future, seen from outer space”, Prof. Nikiforov said at the Public Deliberations of the Plan which took place on October 1, 2009 at the Community Centre of Konstantinovo.

The public deliberations were opened by the Mayor of Konstantinovo Mr. Vasil Diulgerov. At first, he welcomed the fifty residents, who came to attend the event and made a short overview of the selection procedure for the company ‘TPO’ which prepared the new GCP of Varna. It was followed by an elaborate presentation of the GCP by Prof. Nikiforov who specified that the main directive of the Plan is to give a general idea of the city development and the part concerning the property of each separate owner would be subject to the detailed city plan that would be worked out once the GCP had been approved.

He emphasized on the wonderful preconditions of the area close to the Konstantinovska river for the construction of an ethnographic village where houses from the Revival Period will be represented. “The complex will go down to the very river where replicas of old watermills, fulling-mills and other workshops will start operating similar to the one of Etara”, Prof. Nikiforov concluded.

A representative of the team, who prepared the ecological assessment of the plan, explained its positive and negative effects on the environment in the region.

The presentations were followed by a question session. There was only one property owner who declared that would deposit a complaint against the Plan for she did not like the idea of her land being turned into a green park. Most of the questions raised referred to the ecological effects of the changes in the infrastructure of Varna and Konstantinovo, the noise levels and the risks of pollution.

Those owners, who have complaints related to the GCP, can deposit them within a 7 days time after the date of the public deliberations at the Municipality.
